Zapania — Neo Sapien Officials announced the establishment of the new government to replace the one which was destroyed by rebels.

Officials held a conference in the Capitol Square in Zapania to declare the birth of the Democratic Republic of Zapania. Formerly known as the Zapaneese Empire, Neo Sapien officials decided to rename the Zapaneese space to show the next step the Neo's plan to take.

The ceremony was held on the steps of the Capitol building, with General Draconis, the overseer of the Neo Sapien Order, conducting the ceremonies. General Draconis named himself Governor of the D.R.Z, but gave no word on if there would be any elected government as well. Governor Draconis promised sweeping change for the Zapaneese people and firmly reitterated the partnership of the Neo Sapien Order.

The move comes as many critics have called the Neo Sapien's occupation of Zapania as an annexation of foreign space. The name change along with the new banner shows the ever increasing ties between the Order and the newly founded D.R.Z. Governor Draconis took no questions from onlooking reporters.

TIB: What's the deal here exactly? Are the Neo's pulling back?
Boral: That is what they want to make it seem like with this whole ceremony, but clearly the Neo Sapiens are going to be around for much longer. It's evident in the flag and in how things are being run. Making Draconis Governor was a minor detail and something that anyone could have seen coming a mile away. The bottom line is the Neo Sapiens are making Zapania into a puppet state of theirs. They announced no creation of an elected government, and even if they do, look for it to be weaker than a Federation treaty.

TIB: If this is a mere ruse, as it seems, then why don't the Neo's just annex the space and end this?
Boral: Thats what they want to do, but technically cant. The entire premise for the Neo's occupying Zapaneese space in the first place was a clause in their treaty that said that both governments had to support each other. What most people would have read into it would be that they would kick the rebels out and leave. The Neo's see this is a golden opportunity for them to rush in and capitalize on the situation. Don't be fooled. The name may be changed, but the people in charge are still the same.

TIB: Does this also mean the D.R.Z. will be run exclusively by Governor Draconis?
Boral: Not at all. Draconis is still an officer in the Neo Sapien Order, and in his letter to the Zapaneese people, he mentions the Order way too often. Draconis takes his orders from Phaeton and he wont dare step out of line because he knows that he can be easily replaced.
