Federation Plans to Rework Fleets

Alpha Prime — Starfleet Military Operations is petioning Starfleet Command to rework the entire subfleet system, which includes removing Omega Fleet and Starfleet Special Forces.

The plan was submitted by Admiral Herbert C. McWarren, head of Military Operations. Admiral McWarren claims the current system is inefficient due to the fact that he feels that the Federation's forces are spread too thin. Under the plan, Special Forces would merge with MilOps and Omega Fleet would merge with the remaining sub-fleets. The reason for these two divisions being picked is unknown, but analysts believe Omega was picked because the last Commanding Officer, Rear Admiral David Kirk left, and there is a void in the leadership. As for Special Forces, analysts can only speculate that perhaps it is due to Admiral Syke Matrix leaving SFSF and the fact the division hasn't been where many expected it to be.

The plan however is meeting a great deal of criticism. The heads of Starfleet Academy, Omega Fleet and Medical have all announced their firm opposition to this plan. According to them, there is really nothing wrong with the current system. Rear Admiral Jacen Antilles had this to say to reporters as he was exiting a meeting, "I really dont see the logic behind the plan. By consolodating the fleets, you don't loose any physical space to defend, so the same numbers of ships would on the lines."

TIB: Is Admiral McWarren's plan sound?
Boral: According to Admiral McWarren, "This plan is devised in efforts to bring order, strength, and
integrity back to the failing subfleet system."
I agree the current sub-fleet system isn't perfect, but his solution is definetly not the answer. As Admiral Antilles said, it doesn't address the problem of spreading Starfleet's ships too thinly. You'll just have a larger space for each fleet that remains to defend with the same amount of ships. Not to mention, with more ships in each division, interfleet communication becomes harder so I disagree with Admiral McWarren's plan.

TIB: How is this plan being viewed by other officers?
Boral: I've only listened to a few officers of varying positions speak on the matter, but all have said they are opposed to it. This is a very odd plan for someone like Admiral McWarren to propose because he's a senior officer, and most senior officers don't like to see major change like this. Admiral Randy, who is head of Starfleet Academy, has openly said he doesn't support it and the acting CO of Omega has said he doesn't like it, so I think the Admiral should re-think his plan.

TIB: Is there any compromise that can be accomplished?
Boral: I've heard of one pretty good one and I think it addresses what Admiral McWarren wants to fix. The plan is leave the current sub-fleet system alone. Make Military Operations more of a committee than anything else. It would still be a voting member of Starfleet Command, with a CO and an XO, but there wouldn't be any other ships exclusively assigned to it. That way, Starfleet can put more ships on the borders(using the ships from MilOps) and that's basically the whole premise of McWarren's plan to begin with
